| Wasteland management | | | | | | The transformation of economic structures, the reduction in areas used by the railways, the national postal services and the armed forces, in particular in times of stagnation and shrinking population figures, all mean that towns and cities find themselves left with large numbers of wasteland sites. In the context of the sustainable recycling of wasteland, the development of central wasteland sites will also increasingly become a priority. But in many cases it would not be possible to develop all the wasteland sites completely, even if demand were to increase. Therefore "intermediate uses" will play a central role in the management of the wasteland portfolio of towns and cities.
When considering the reactivation of wasteland sites, the refinancing of public investments is of key importance, and here the area and financing models developed by Ernst Basler + Partner can be applied. With the help of a computer-based financial planning model it is possible to calculate the financial effects of various location development scenarios. This risk assessment can provide an important basis for investment decisions.
Within the framework of various projects, Ernst Basler + Partner has investigated options and instruments for the management of local wasteland sites and ways of accelerating their development.
In the ExWoSt research programme (Experimental Housing Construction and Urban Development) of the German Federal Ministry of Transport, Building and Housing (BMVBW) and the Federal Office for Building and Regional Planning (BBR) the development of the areas around the railway stations were investigated in the seven towns of the Berlin-Brandenburg urban network Städtekranz Berlin-Brandenburg, in order to analyse the previously hesitant approach to the activation of sites, and to identify potential improvements.
