In almost all German towns and cities, budget constraints are increasingly restricting the scope for the further development of public transport systems and other infrastructure networks. At the same time, some infrastructure systems need to be renewed and others downsized as numbers of inhabitants decline. The focus is no longer on new investment or expansion, but on meeting demands and increasing operational efficiency.

In Cottbus, for example, Ernst Basler + Partner has developed plans and an implementation strategy for the economic allocation of funding for road maintenance and new construction projects.

Within the urban development, traffic and transport sector of the ExWoSt research programme (Experimental Housing Construction and Urban Development) of the German Federal Ministry of Transport, Building and Housing (BMVBW) and the Federal Office for Building and Regional Planning (BBR), investigations were carried out in Brandenburg on the Havel on the harmonisation of urban redevelopment with traffic and transport demands. Planning strategies and organisational methods were identified, a process evaluation was carried out and recommendations were made, for example for the evaluation of the tram system.

In other projects, aspects of infrastructure provision by local authorities are also becoming increasingly important and are therefore included in the project work.
